CNA Explains: Why is the yen so weak?

The Japanese yen fell to a 24-year low against the US dollar this week and is expected to weaken further. While other central banks have moved benchmark interest rates higher, Japan’s have remained low. Why isn’t Japan raising interest rates to shore up its currency?
